Previously, mandatory health insurance was applicable only to the Abu Dhabi and Dubai regions. With this new policy, the Northern Emirates—Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah, and Fujairah will also be included—mandating employers to provide basic medical insurance for their employees. This move is expected to achieve 100% health insurance coverage for the private sector workers across the UAE.
The Ministry of Human Resources and Emiratisation (MoHRE) has specified that employers must purchase new health insurance policies as a prerequisite for issuing or renewing residency permits. This requirement applies to all new work permits and visa renewals from January 1, 2025, onwards. The basic health cover is designed to be affordable, with premiums starting from as low as Dh 320 per year.
The basic health insurance package covers individuals aged 1 to 64, with no waiting period for workers suffering from chronic illnesses. Individuals over 64 must complete a medical disclosure form and provide recent medical reports. Employers are responsible for enrolling their employees in the scheme, while employees are encouraged to ensure their dependents have appropriate health coverage.
The insurance package covers a co-payment of 20% for in-patient treatments or surgeries. The insured makes a maximum payment of AED 500 per visit, with an annual cap of AED 1,000. Medications are included and the respective insurer covers all the treatment expenses.
For outpatient care, excluding hospital accommodation, a co-payment of 25% is applicable. The policyholders pay a maximum of AED 100 per visit. For follow-up visits for up to 7 days, no co-payment is required. Besides, a 30% co-payment is required for medications, with an annual cap of AED 1,500.

Employers can purchase the new insurance packages through accredited insurance companies, with options available via the Insurance Pool website, smart applications, and business service centres across the country. The insurance policy will be valid for two years, with the second-year premium to be paid at the time of issuance.
